To tackle this challenge, Skellefteå Municipality launched “A Job Without Limits”, an initiative allowing candidates to define their titles, responsibilities, and salary. The campaign gained national traction through PR, social media, and major media coverage from outlets like SVT, Swedish Radio, Aftonbladet, and SvD.
After an extensive selection, 29-year-old Philip Bärring from Stockholm was hired as a Democracy Developer with a 40,000 SEK/month salary. His appointment in February 2025 sparked widespread media attention and public debate.
The campaign led to a 1,100% increase in job applications, with 90% of applicants' salary expectations aligning with the role and 75% meeting the bachelor's degree requirement. It reached 18.1 million people across media, generated 9.14 million impressions in audio media, and established a talent pool for future recruitment.
